The creation of the West Bengal Haldia Development Authority occurred under the West Bengal Town & Country Planning Act in 1980. Itโ€™s a self governing body. The development of this board was chiefly successful due to the immense growth of the Haldia Industrial Region. The main factories located in this region are of South Asian Petrochemicals Limited, Indian Oil Corporation Limited (IOCL) Exide, Shaw Wallace, Tata Chemicals, Haldia Petrochemical and Hindustan Lever etc besides Indian Oil Refinery, Haldia Petrochemical Project and Mitsubishi PTA plant which are the most important factories in this industrial hub. Two huge projects of Haldia Petrochemicals and Purified Terepthalic Acid (PTA) Plant of Mitsubishi Chemical Company Japan are what changed the face of this region. On 17th August, 2011, the board was formed again. SRI Shuvendu Adhikary, MP of the Tamluk Parliamentary Constituency is the Chairman of this board.

Thereโ€™re various responsibilities that are undertaken by the West Bengal Haldia Development Authority. Theyโ€™re providing the essential infrastructure for industrial and urban development. The work consist of getting hold of lands for industries, designing and building of houses, communications with other parts of the country, supply of water and electricity for domestic and industrial purpose, sewage waste disposal facilities, maintenance of proper harmony among the different industries and development bodies, to create an atmosphere conducive for investment. They also look after the development of social buildings like educational establishment, hospitals, amusement parks, commercial centers etc. The aims of the development authority are to make sure that the development of the Haldia Industrial Urban Complex is continued through proper planning, undertaking of different schemes and projects to maintain the Industrial, Urban and Social infrastructural development after the plans are sanctioned by the Board and the State Government. Being the only executive agency of the State Government, the authority has to bear the responsibility of continued development in the Haldia Planning Area. It also makes sure that the government policies are rightly carried on from time to time.

The industrial and infrastructural development carried on by the West Bengal Haldia Development Authority in this region is phenomenal. Thereโ€™ve been a lot of industries already built which has been the backbone for the development of this region. Among the current projects, the most notable are the Mega Chemical Industrial Estate / SEZ at Nayachar, 2000 MW Power Project of CESCPolysilicon Project (Integrated Solar Photo Module Projects), Shipyard Project of Bharati Shipyard Ltd. and Euclix Shipbuilders Ltd., Edible Oil Projects of Gokul Refioils Ltd., Ruchi Soya, JhunJhunwala Edible Oils etc. Also in line are the constructions of textile, food, IT Parks along with an educational region within this region. The infrastructural development of this region has also helped the industrial development. Communications with other places of India is excellent. Thereโ€™re various ongoing projects like mending of the 3.5 km stretch from CIPET – Medical College at a price of Rs. 8.87 Crores, increasing and broadening of the bituminous road from Brajalalchak to Chaitanyapur covering over 7.5 km at a price of Rs. 4.5 Crores etc. The supply of irrigation and water needed for the industries and domestic purpose is supplied by the three rivers Rupnarayan, Haldi and Hooghly. Thus, it has taken new projects to develop the water facilities of this region, along with developing the power supply such as CESC setting up a new 200 MW power plant, sewage project of Rs.174 crores (approx.), health-care facilities such as 100-bed Eye care centre, 300-bed Dr. B. C. Roy Hospital cum Dental College, a stadium cum sports city on an area of 65 acres plot of land for this region.
